限额捕捞管理制度是国际上重要的渔业管理政策之一,在渔业资源可持续利用方面发挥着重要作用.文章借助潜在狄利克雷分配模型(LDA)对我国限额捕捞政策的深度内容主题和潜在语义进行了识别,并对主题演化情况进行了分析.结果显示,我国限额捕捞政策历经初始阶段、快速发展期和完善阶段,当前正处于完善阶段;政策内容可归纳为"渔业资源保护与可持续利用""限额捕捞政策的实施与管理""限额捕捞制度执行的多维度策略""海域管理与生态保护"4 个主题;主题演化显示 4 个主题的关键转折点都在 2015 年,这一时间点是政策重心由"理念"逐渐迈入"实践"的分界线;研究表明,现行制度框架已初步形成,但需随管理需求动态调整,文中针对存在的问题提出了相应改进建议.该研究直观地揭示了我国限额捕捞政策的现状、主题结构与演化趋势,可为后续相关政策制定与研究提供参考.

The Total Allowable Catch(TAC)management system is one of the internationally important fisheries management policies,playing a crucial role in the sustainable utilization of fishery resources.This study uses the Latent Dirichlet Allocation(LDA)topic model to identify the in-depth content themes and latent semantics of Chi-na's TAC policies,and further analyzes the evolution of these themes.The results indicate that China's TAC pol-icies have undergone three stages:the initial stage,the rapid development phase,and the refinement stage.It is currently in the refinement stage.The themes identified include four categories:"Fishery Resource Conservation and Sustainable Utilization""Implementation and Management of TAC Policies""Multi-dimensional Strategies for TAC Policy Enforcement""Sea Area Management and Ecological Protection".The major turning point for all four themes occurred in 2015,marking a watershed when TAC policies focus transitioned from"conceptualization"to"practical implementation."The study suggests that while a preliminary institutional framework has been estab-lished,it requires continuous dynamic adjustments in response to evolving management needs.Corresponding im-provement recommendations are proposed based on the identified issues.This research clearly delineates the cur-rent status,thematic structure,and evolutionary trends of China's TAC policies,providing valuable references for future policy formulation and related research.
