Research on the Coupling Relationship Between Holistic Governance Theory and U.S.Open Source Intelligence Strategy
[目的]本文基于美国多版开源情报战略文件,旨在探析整体性治理理论与美国开源情报战略的耦合关系.[方法]采用理论解读与实践文本分析相结合的方法,从目标、结构、制度、过程和技术五个维度系统分析二者的耦合关系.[结果/结论]研究结果表明,二者在五大维度存在深度耦合,且耦合需以精准的适用边界为前提,同时受理论现实差异、权力分散、治理效能滞后等因素制约.本研究不仅拓展了整体性治理理论的应用场景,也为我国开源情报治理提供了有益参考.
[Purpose]This paper aims to analyze the coupling relationship between holistic governance theory and the U.S.open source intelligence strategy based on multiple versions of U.S.open source intelligence strategy documents.[Method]Adopting a combination of theoretical interpretation and practical text analysis,this paper systematically deconstructs the coupling relationship between them in five dimensions:goal,structure,institution,process,and technology.[Result/Conclusion]The research shows that there is a deep coupling between them in the five dimensions,and such coupling must be premised on precise applicable boundaries.Meanwhile,it is restricted by factors such as the discrepancy between theory and reality,power decentralization,and governance effectiveness lag.This research expands the application scenarios of holistic governance theory and provides valuable insights for open source intelligence governance.
