[Purpose]The concept of"Big Intelligence Outlook"is an important original theory in China's intelligence studies field and a crucial theoretical support for national security intelligence research.The concept of"Big Intelligence Outlook"urgently needs further un-derstanding and interpretation from a national security perspective to better serve national security intelligence research and practice,and contribute to the construction of China's independent knowledge system for national security intelligence studies.[Method]Using litera-ture review and comparative analysis,this study summarizes the driving forces behind the formation of the concept of"Big Intelligence Outlook"oriented towards national security,analyzes its value orientation,and analyzes its implementation path from three dimensions:knowledge,organization,and action.[Result/Conclusion]The proposal of"a Holistic Approach to National Security"has profoundly impacted the intelligence field,promoting the sublimation of the concept of"Big Intelligence Outlook"within the context of national secu-rity.Serving the national security strategy in accordance with the law is the core objective of current Big Intelligence work.The concept of"Big Intelligence Outlook"possesses strategic,systematic,rule-of-law,and highly resilient value orientations.Realizing the empower-ment of comprehensive and systematic national security by the concept of"Big Intelligence Outlook"requires multi-dimensional transfor-mation of intelligence products in the knowledge dimension,continued reform of the intelligence system and mechanisms in the organiza-tional dimension,and emphasis on the synergistic linkage between intelligence and counterintelligence in the action dimension,comprehen-sively and systematically promoting the modernization of the intelligence system and capabilities.
