基于"力度-工具-目标"三维分析框架的河北省农业科技评价政策量化研究OA

Agricultural science and technology evaluation policy plays an important role in promoting the transformation and application of agricultural scientific and technology achievements,enhancing the governance capacity of agricultural science and technology,facilitating rural revitalization.The study has collected 43 agricultural science and technology e-valuation policies of Hebei Province as samples.By constructing a three-dimensional analysis framework of"policy in-tensity-policy tools—policy objectives",and using content analysis and Nvivo qualitative analysis software to conduct quantitative research on the policy texts.The results show that the policy-issuing entities cover multiple levels of units,ranging from provincial committees and provincial governments to departments under local municipal governments.Even so,the rate of joint issuance by entities at different levels is relatively low.The structure of policy tool usage is un-balanced,showing the characteristics of"over-reliance on environmental tools and the absence of demand-oriented tools".The policy goals also exhibit insufficient coordination,with regulatory management goals being dominant while the proportion of industrial development goals is extremely low.In response to this,this article proposes policy im-provement suggestions such as promoting multi-departmental communication and cooperation as well as joint document issuance,optimizing the structure of policy tool usage,and enhancing the coordination of policy goals.
