文化政策的地方性转译:基于浙江县域文旅IP的建构研究OACHSSCD

Drawing on policy translation theory,this study investigates the localized implementation of cultural policy in Zhejiang Province,with a focus on Guyan Huaxiang(Ancient Weir and Painting Village).It examines how the area utilizes an"art-led rural development"approach to translate provincial cultural policies into a competitive cultural tourism intellectual property(IP),thereby fostering local cultural tourism transformation.Through a mixed-methods approach combining policy text analysis and participatory observation,the paper reveals a three-stage translation mechanism of"policy—symbol—market"and proposes a model for constructing"art-empowered"cultural tourism IPs.The findings indicate that successful translation in Guyan Huaxiang relies on the synergy of three aspects:policy tool adaptation,cultural symbol production,and industrial ecosystem cultivation.The local art community—the"Lishui Barbizon"school—plays a pivotal mediating role in interpreting policies and shaping the IP.This study not only uncovers the dynamic reconstruction of cultural policy in local practice but also proposes a"four-dimensional evaluation framework",offering theoretical and practical insights for similar county-level cultural tourism destinations to overcome the challenge of"short-lived popularity".
