东北地区人才供给与新质生产力的耦合协调分析OACHSSCD
Analysis of coupling coordination between talent supply and new quality productive forces in Northeast China
为探析东北地区人才供给与新质生产力耦合协调规律,以2014-2023年东北地区34个城市为研究对象,运用耦合协调模型分析人才供给与新质生产力耦合协调情况.研究发现:耦合协调度在时间上呈先降后升趋势,沈阳、大连等核心城市达优质协调;空间集聚增强,呈高-高集聚或低-低集聚分布;影响系统协调发展的关键正向驱动因子为地方财政教育支出、国家级高新技术企业数量和专业技术人员数,而城镇专业技术人员短缺、专利产出不足和高技术产业发展滞后是制约协调提升的主要障碍因子.提出优化人才政策、强化区域协同、加大教育科技投入、推动产业升级、完善创新生态等建议.研究结论为完善东北地区人才供给政策和发展新质生产力提供参考.
To promote the comprehensive revitalization of Northeast China,fostering new quality productive forces with high-quality talent supply is critical.Using 34 cities of Northeast China from 2014 to 2023,this paper examines the coupling coordination between talent supply and new quality productive forces.The results show that the coordination degree first declines and then rises,with Shenyang and Dalian achieving high-quality coordination.Spatial agglomeration is significant,featuring high-high and low-low clusters.Major drivers include fiscal education expenditure,high-tech enterprises,and professional technicians.The main constraints are the shortage of technical personnel,insufficient patents,and backward high-tech industries.Strategies are proposed regarding talent policies,regional cooperation,scientific investment,industrial upgrading and innovation ecology.The conclusions provide a reference for talent policy optimization and new quality productive forces development in Northeast China.
