Institutional logic,realistic predicaments,and practical progress in optimization the business environment
针对营商环境建设问题,通过构建"制度逻辑-现实困境-实践进路"三维框架,分析了优化营商环境建设的现实困境和深层矛盾,提出以法治化建设为基础、要素市场化改革为核心、政商关系重构为保障、制度型开放为动力的实践路径.研究结论为破解营商环境优化的瓶颈制约提供理论支撑和实践指引.
Focusing on the development of the business environment,this study constructs a three-dimensional analytical framework of"institutional logic-realistic predicaments-practical pathways"to analyze the practical challenges and deep-seated contradictions in business environment optimization.It proposes practical pathways grounded in the rule of law,centered on factor marketization reform,safeguarded by the reconstruction of government-business relations,and driven by institutional opening-up.The research findings provide theoretical support and practical guidance for breaking through the bottlenecks in business environment optimization.
