工业企业核心与非核心行业发明专利生产的边际产出、产出弹性和规模报酬比较OA
Comparison of Marginal Output,Output Elasticity,and Returns to Scale in Invention Patent Production Between Core and Non-Core Sectors of Industrial Enterprises
发明专利是新质生产力的代理变量,发明专利行业占比排序可作为筛选发明专利生产核心行业的理想指标.在我国有统计数据的38个工业行业中,筛选出的排名前10位行业所生产的发明专利数量占比约为80%,构成发明专利生产的核心行业.利用38个工业行业数据,通过构建多元线性模型和C-D生产函数模型实证分析发现:核心行业在发明专利生产中资本的边际产出、产出弹性比非核心行业大,核心行业每增加1亿元资本投入可获得平均多出19.82件发明专利的边际产出,且资本投入的增加使其产出弹性较非核心行业平均高出0.411 2;非核心行业在发明专利生产中劳动的边际产出、产出弹性比核心行业大,每增加1万名科技人员,发明专利平均将增加628.13件;核心行业在发明专利生产中劳动和资本的规模报酬比非核心行业大.基于此,建议重点扶持专利生产核心行业,加大核心行业R&D资本要素投入以提升资本深化程度,同时鼓励非核心行业增加R&D研发人员数量.
Invention patents are the representative variables of new quality productive forces,in view of this,ranking industries by their share of invention patents is an ideal indicator for identifying core sectors in invention patent production.Among the 38 industrial sectors with statistical data in China,the top 10 industries accounted for approximately 80%of the total number of invention patents produced,they are the core sectors of invention patent production.This paper empirically analyzes the data from 38 industrial sectors by constructing a theoretical multiple linear model and a C-D production function model.The findings reveal that:In core sectors,the marginal output and output elasticity of capital in invention patent production are greater than those in non-core sectors;for every additional 100 million yuan in capital investment in core industries,the average marginal output increases by 19.82 invention patents,moreover,the increased capital investment results in output elasticity that is 0.411 2 points higher than that of non-core industries on average;In non-core sectors,the marginal output and output elasticity of labor in invention patent production are greater than those in core sectors,for every 10 000 additional science and technology professionals,the average number of invention patents will increase by 628.13;Besides,the returns to scale of labor and capital in invention patent production are greater in core sectors than in non-core sectors.Consequently,it is recommended to prioritize support for core patent sectors,increasing R&D capital investment to enhance capital deepening,and simultaneously encouraging non-core sectors to expand their R&D personnel.
