粤港澳人工智能产业区域协同创新发展的现状、问题及对策OA
Current Status,Problems,and Countermeasures of Regional Collaborative Innovation in the Artificial Intelligence(AI)Industry within the Guangdong-Hong Kong-Macao Greater Bay Area
在日益激烈的全球科技竞争与复杂的国际供应链风险下,粤港澳大湾区如何通过协同创新打造人工智能(AI)产业引领地,已成为亟待回应的关键问题.本文基于政策文本、产业数据与创新平台资料,系统梳理粤港澳地区人工智能协同创新的发展现状,并从技术创新、政策设计、数据要素、产业应用及创新生态5个维度,与京津冀、长三角地区进行对比分析.研究发现,粤港澳地区在AI芯片、算力基础设施与应用场景方面具有领先优势,但在高端科研平台、政策体系完备度及品牌活动影响力等方面仍有提升空间;此外,日益严峻的国际技术限制与供应链风险,进一步加剧了该地区AI产业创新发展的外部挑战.面对国际技术限制与供应链风险,建议从加强顶层设计、优化产业布局、推动核心技术创新、深化场景赋能、构建开放协同生态等方面着手,进一步提升粤港澳人工智能区域协同创新水平,将粤港澳大湾区打造成为具有全球影响力的AI产业创新引领地.
Amidst the backdrop of intensifying global technological competition and growing complexities and risks within international supply chains,the question of how the Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as"GBA")can leverage regional collaboration to foster industrial innovation and establish itself as a leading hub for artificial intelligence(AI)has become a critical issue demanding immediate scholarly and policy attention.To address this,this study systematically investigates the current landscape of AI regional collaborative innovation within the GBA.It employs a multi-faceted approach,drawing on and synthesizing data from three primary sources:government policy documents,industrial economic data,and information from major innovation platforms.The analytical framework is built upon a comparative analysis with China's other two major AI hubs,the Beijing-Tianjin-Hebei region and the Yangtze River Delta,across five key analytical dimensions:technological innovation capacity,policy design and systemic support,the availability and flow of data elements,industrial application and adoption,and the overall innovation ecosystem.The results reveal a distinct pattern of comparative advantages and developmental gaps for the GBA,this region demonstrates a significant leading edge in areas such as AI chip design and manufacturing,high-performance computing infrastructure,and the diversity and maturity of practical AI application scenarios.However,the findings also indicate substantial room of the GBA improvement in establishing world-class basic research platforms,developing a more comprehensive and coordinated policy framework,and enhancing the international influence of its major industry events and academic activities.Furthermore,the research identifies that the increasingly complex landscape of international technology restrictions and supply chain risks constitutes a growing external challenge,further complicating the region's path toward sustainable innovation-driven growth.In response to these identified challenges and external pressures,the paper proposes a set of targeted strategic recommendations.These include strengthening top-level design and cross-jurisdictional coordination within the GBA,optimizing the spatial and functional layout of the AI industry;intensifying efforts to achieve breakthroughs in core,foundational technological innovation;deepening the empowerment of traditional and emerging industries through AI applications;and proactively building an open,collaborative,and resilient innovation ecosystem.The implementation of these strategies is essential for elevating the level of regional collaborative innovation in the Guangdong-Hong Kong-Macao Greater Bay Area's AI sector and for positioning the region as a truly globally influential leader in AI industrial innovation.
