民族地区职业教育高质量发展的空间非均衡性与政策建议OACHSSCD
A Study on the Current Status of High-quality Development of Vocational Education in Ethnic Minority Areas in China
民族地区职业教育高质量发展是推进教育强国建设、服务区域新发展格局的关键支撑.本文以新发展理念为理论依据,基于2015-2023年民族地区省份面板数据,构建职业教育高质量发展评价指标体系,综合运用AHP-熵权TOPSIS法测度发展水平,结合耦合协调度模型、Dagum基尼系数、Kernel函数揭示其协调状态与时空演化特征,并通过障碍度模型识别关键制约因素.研究发现:研究期内民族地区职业教育高质量发展整体处于中等水平,呈"波动上升"态势,子系统中协调发展与创新发展表现相对突出,但创新发展是制约整体水平提升的核心障碍;系统耦合协调度长期处于"中度失调—轻度失调"区间,且各省份协调度排名与区域经济发展水平呈正相关;发展水平存在显著空间非均衡性,区域间差异是整体差异的主要贡献来源,空间重心持续稳定于大西南地区;要素层中"创新投入不足"与"创新产出低效"的阻碍度最高,是制约创新子系统效能的关键瓶颈.依据以上结论,研究提出多措并举提效能、因地制宜优布局、创新筑基破瓶颈的政策建议.
High-quality development of vocational education in ethnic minority areas serves as a crucial underpinning for advancing the construction of a leading country in education and for supporting new re-gional development paradigms.Grounded in the New Development Philosophy,this study constructs an e-valuation index system for the high-quality development of vocational education using panel data from provinces in ethnic minority areas spanning 2015 to 2023.The AHP-entropy weight TOPSIS method is used to measure development levels.The coupled coordination model,Dagum's Gini coefficient,and the kernel function are combined to reveal its coordination state and spatiotemporal evolution characteristics.Finally,a barrier model is used to identify key constraints.The study found that:1)During the study period,the overall high-quality development of vocational education in ethnic minority areas remained at a moderate level,showing a"fluctuating upward"trend.Within the subsystem,coordinated development and innovative development performed relatively well,but innovative development was the core obstacle to overall improvement.2)The system's coupling coordination degree remained in the"moderate to mild imbalance"range for a long time,and the coordination ranking of each province was positively correlated with the level of regional economic development.3)There was significant spatial imbalance in develop-ment levels,with regional differences being the primary contributor to overall disparity,with the spatial center of gravity remaining stable in the Greater Southwest.4)At the factor level,"insufficient innova-tion input"and"low-efficiency innovation output"were the most significant obstacles,representing key bottlenecks restricting the effectiveness of the innovation subsystem.Based on these conclusions,the study proposes policy recommendations for improving efficiency through multiple measures,optimizing layout based on local conditions,and building a foundation for innovation to overcome bottlenecks.
