[研究目的]北部湾城市群是经国务院批准建设的国家级城市群,近年来,工业化与城镇化进程加剧了国土空间开发与保护的矛盾,亟须通过科学评价厘清国土空间开发适宜性.[研究方法]本文运用 GIS 空间分析技术,系统开展了国土空间开发适宜性评价,并结合国土"三调"数据识别了空间冲突与开发潜力,构建了"适宜性评价-风险识别-潜力分析"的完整技术路径.[研究结果](1)生态保护极重要区、重要区和一般重要区比例分别为 21.72%、32.35%和 45.93%.生态保护极重要区域以外,农业生产条件整体较好,适宜区、一般适宜区和不适宜区比例分别为 66.53%、0.51%和 11.24%;城镇建设适宜区、一般适宜区和不适宜区比例分别为 27.52%、21.17%和 29.59%,适宜性易受水土资源禀赋和区位条件制约.(2)当前的人类活动区与生态保护极重要区存在一定冲突,冲突规模达 5 667.61 km2,占比 22.46%,冲突区域应逐步有序退出;当前的部分耕地位于农业生产不适宜区,规模达 2 495.36 km2,占比 19.1%,冲突区域应结合现状合理调整.(3)农业生产潜力规模为 340.2 km2,城镇建设潜力规模为 243.1 km2,潜力规模总体有限且空间分布不均,未来需结合地区发展定位综合考虑.[结论]本文评价结果为北部湾城市群及相关省市的国土空间规划实施评估、空间冲突协调与存量利用提供科学依据.

[Objective]The Beibu Gulf Urban Agglomeration is a national-level urban agglomeration approved by the State Council.In recent years,accelerated industrialization and urbanization have intensified the conflict between territorial space development and protection,making it urgent to clarify the suitability of land space development through scientific evaluation.[Methods]This paper employs GIS spatial analysis technology to systematically evaluate the suitability of territorial space development suitability.By incorporating data from the Third National Land Survey,it identifies spatial conflicts and development potential,and establishes a complete technical framework of"suitability evaluation-risk identification-potential analysis".[Results](1)The proportions of extremely important,important and generally important areas for ecological protection areas are 21.72%,32.35%and 45.93%respectively.Outside the extremely important ecological protection areas,agricultural production conditions are generally favorable,and the proportions of suitable,generally suitable and unsuitable areas are 66.53%,0.51%and 11.24%respectively;the proportions of suitable,generally suitable and unsuitable areas for urban construction are 27.52%,21.17%and 29.59%respectively,and suitability is often constrained by water and soil resource endowments as well as location conditions.(2)There is a certain degree of conflict between current human activity areas and the extremely important areas for ecological protection,with a conflict area of 5,667.61 km2,representing 22.46%of the current human activity areas.The conflict areas should be gradually and orderly phased out;some of the current cultivated land is located in the areas unsuitable for agricultural production,covering 2,495.36 km2 or 19.1%of the current cultivated land.Such conflicts should be reasonably adjusted based on actual conditions.(3)The potential area for agricultural production is 340.2 km2,and the potential scale for urban construction is 243.1 km2.The overall potential is limited and unevenly distributed in space.Future development should take this into account in conjunction with the regional development priorities.[Conclusions]The results provide a scientific basis for implementation evaluation of territorial spatial planning,spatial conflict coordination,and utilization of existing land stock in the Beibu Gulf Urban Agglomeration and related provinces and cities.
