新型电力系统建设亟须风光储协同发展,但目前风光储协同发展面临市场化程度低、运营模式风险大、分配机制不健全等问题.为此,文中基于风光出力波动性和互补关系,提出风光储容量共享运营模式,建立投资收益函数和经济性评价指标,引入风险承担因子、合作贡献因子和协同共享因子构建改进的Shapley值模型,以江苏省为例进行仿真模拟和收益分配.结果表明:风光储容量共享运营模式可提升风光利用率,降低风、光企业财务风险,该模式下容量租赁经济效益更优;利用改进Shapley值模型进行收益分配,共享储能运营商收益提升25.2%;多情景分析表明共享储能运营商净现值增加、动态回收期缩短、财务内部收益率提升.基于此,文中提出推广风光储容量共享运营模式、优化共享储能利益分配机制、促进跨区域储能容量市场交易等对策建议,研究成果对共享储能发展对策的制定、促进风-光-储协同发展具有重要参考价值.

The construction of a new power system urgently requires the collaborative development of wind power,photovoltaic power,and energy storage.However,the current collaborative development of wind-PV-storage is confronted with such problems as a low level of marketization,high risks in operational modes,and an imperfect benefit allocation mechanism.To address these issues,a wind-PV-storage capacity sharing operation mode was proposed based on the volatility and complementary relationship between wind and photovoltaic power outputs.An investment return function and economic evaluation indicators were established,and an improved Shapley value model was constructed by incorporating the risk-bearing factor,cooperation-contribution factor,and synergy-sharing factor.A case study in Jiangsu Province was conducted to perform simulation and benefit allocation analysis.The results indicate that the wind-PV-storage capacity sharing operation mode can improve the utilization rate of wind power and photovoltaic power,reduce the financial risks of wind and photovoltaic power generation enterprises,and enable capacity leasing to achieve better economic benefits under this mode.The application of the improved Shapley value model for benefit allocation increases the profit of shared energy storage operators by 25.2%.Multi-scenario analysis indicates that for shared energy storage operators,the net present value increases,the dynamic payback period shortens and the financial internal rate of return improves.Based on these findings,countermeasures and suggestions were put forward,including promoting the wind-PV-storage capacity sharing operation mode,optimizing the benefit allocation mechanism of shared energy storage,and facilitating the cross-regional energy storage capacity market transactions.The findings offer important references for formulating development strategies of shared energy storage and promoting the coordinated development of wind power,photovoltaic power,and energy storage.
