基于产业结构优化的多环境要素目标间冲突与协同研究OACHSSCD
Conflict and synergy among multiple environmental targets under industrial structure optimization:Evidence from Zhejiang Province
现阶段,随着末端污染治理成本的增加与绿色发展战略的实施,产业结构调整成为污染物防控的重要手段.考虑到在不同环境要素目标约束下,产业结构调整策略存在冲突或拮抗,因此合理的结构减排策略尤为关键.浙江省作为"美丽中国"建设先行示范区,其产业结构调整与多环境要素协同治理具有典型性与政策先行性,故选取其为研究对象.文中基于动态投入产出方法构建多目标优化模型,并运用LMDI分解模型明确产业结构调整的减排任务,通过以不同环境要素目标为约束条件进行情景研究与比较分析,结果表明:以单一 NOx总量为环境目标的调控策略将导致COD排放总量增长11.68%,其中,农林牧渔产品和服务部门变动是主要原因.而以单一 COD总量为环境目标的调控策略则将使NOx排放总量增长2.49%,其中交通运输、仓储和邮政部门是最主要的贡献来源.值得注意的是,上述两种策略均能实现CO2强度的控制目标,然而若以单一 CO2强度为环境目标的调整策略,则会导致NOx和COD的排放量分别增长11.75%和7.85%.研究成果为"多部门-多污染物"协同治理提供精细化决策支持.
With the increasing costs of end-of-pipe pollution control and the implementation of green development strategies at this development stage,industrial structure adjustment has become an important means for pollutant prevention and control.Considering that industrial structure adjustment strategies may conflict or be antagonistic under the constraints of different environmental element targets,a reasonable structural emission reduction strategy is particularly critical.As a pilot demonstration zone for"Beautiful China"construction,Zhejiang Province's industrial structure adjustment and multi-environmental element collaborative governance are typical and policy-oriented,so it is selected as the research object.Based on the dynamic input-output method,a multi-objective optimization model is constructed,and the LMDI decomposition model is used to clarify the emission reduction tasks of industrial structure adjustment.The results of scenario studies and comparative analyses with different environmental element targets as constraints reveal that:a regulation strategy with a single NOx total amount as the environmental target will lead to an 11.68%increase in total COD emissions,with changes in the agriculture,forestry,animal husbandry,fishery products,and services sector being the main reason.A regulation strategy with the COD total amount as the environmental target will cause a 2.49%increase in total NOx emissions,among which the transportation,storage,and postal sector is the most important source of contribution.It is worth noting that both of the above strategies can achieve the CO2 intensity control target.However,if the CO2 intensity is taken as the target,it will result in NOx and COD emissions increasing by 11.75%and 7.85%,respectively.The research findings can provide refined decision-making support for the coordinated governance of"multi-sector-multi-pollutant"systems.
