从西班牙大停电看新型电力系统的内外生态势推演与安全防御OA

2025年4月28日,西班牙电网发生了近年来欧洲最严重的大停电事故,深入分析事故起因及演化过程对我国新型电力系统的安全稳定运行具有启示意义.该文首先分析了西班牙大停电的事故过程,从感知、控制、推演、防御4个角度得到对我国电网运行的启示;进而分别从源网荷状态的感知、主配微协同的控制、内外生态势的推演与非常规风险的防御揭示目前电网中存在的问题,并提出相应的改进措施;最后分别从规划与运行、元件与系统、常规与极端等维度为大规模新能源电网的安全稳定运行提出针对性建议.

On April 28,2025,Spain experienced the most severe blackout in Europe in recent years.An in-depth analysis of its root causes and evolutionary progression offers valuable insights for the security and stability of China's new power system.This paper first examines the sequence of events of the blackout and derives lessons for China's new power system from the perspective of perception,control,deduction and defense.Based on the analysis,the existing issues and corresponding measures are proposed in terms of real-time state perception of generation-grid-load entities;ordered coordination of transmission-distribution-microgrid systems;scenario deduction for endogenous and exogenous system-wide risks and proactive protection against unconventional risk.Finally,targeted suggestions are proposed for the safety and stability of the power system across the dimensions of planning versus operation,component versus system,and routine versus extreme conditions.
