Mechanism and Clearing Model of Regulatory Capacity Market for New Power System
随着新型电力系统的发展,可再生能源大规模接入对电力系统的调节能力提出了更高的要求.为提升新型电力系统调节能力,有必要建立调节容量市场.首先,文中论证了调节容量市场的必要性与核心价值.然后,提出了调节容量市场建设框架,包括客体结构、时间结构、空间结构、主体结构等维度的市场框架,以及定价机制和管理机制等关键机制.最后,针对调节容量市场出清技术难点,提出一种基于长周期生产模拟仿真确定出清结果的出清技术,并以基于中国华北地区数据构建的系列场景测算验证了所设计调节容量市场的可行性与有效性.结果表明,调节容量市场能够根据系统需求优化调节资源配置,合理出清各类调节资源,有效提升可再生能源消纳率,保障电力系统经济高效运行,同时为调节资源提供稳定收益预期.
With the development of the new power system,the large-scale integration of renewable energy has imposed higher requirements on the regulation capability of the power system.To enhance the regulation capability of the new power system,it is necessary to establish a regulatory capacity market.First,this paper demonstrates the necessity and core value of the regulatory capacity market.Then,a framework for building the regulatory capacity market is proposed,including the market framework with the dimensions of object structure,temporal structure,spatial structure,and participant structure,as well as key mechanisms such as pricing and management mechanisms.Finally,in view of the technical challenges in market clearing for the regulatory capacity market,a clearing technique based on long-term production simulation is proposed to determine clearing results.The feasibility and effectiveness of the designed regulatory capacity market are verified through a series of scenario calculations constructed based on data from the North China.The results show that the regulatory capacity market can optimize the allocation of regulatory resources according to system demands,reasonably clear various regulatory resources,effectively enhance the renewable energy accommodation rate,ensure the economic and efficient operation of the power system,while simultaneously providing stable revenue expectations for regulatory resources.
