面向新型电力系统的市场化容量充裕性机制实践与建议OA

电力系统的容量充裕性对于保障电力系统安全稳定和电力市场平稳运行具有重要意义.现阶段,中国正处于构建新型电力系统的加速转型期,面临能源结构调整与市场化改革协同推进的双重挑战.现行以电能量为主要标的的市场体系,缺乏激励市场主体保障系统长期充裕性的市场化机制,不利于实现电力市场中多时间尺度的电力电量平衡.为此,文中首先结合新型电力系统的运行特征,提出容量充裕性的新内涵.其次,梳理了国内外容量充裕性机制的实践现状,并分析了不同机制的适用性.在此基础上,提出了容量充裕性机制建设的基本框架.最后,从模式选择、发展路径及建设关键问题等方面,提出面向新型电力系统的容量充裕性机制建设建议.

Capacity adequacy of power system is crucial for ensuring power system security and stability,as well as the stable operation of electricity markets.At present,China is in an accelerated transition phase of building a new power system,facing the dual challenges of coordinating energy structure adjustment and advancing market-based reform.The current energy-centric market system lacks market-based mechanisms to incentivize long-term system adequacy,which hinders the achievement of power and energy balance across multiple time scales in electricity markets.Accordingly,this paper first proposes a renewed connotation of capacity adequacy based on the operation characteristics of the new power system.Next,it reviews current practices of capacity adequacy mechanisms both domestically and internationally and analyzes the applicability of different mechanisms under evolving power system conditions.On this basis,a fundamental framework for establishing capacity adequacy mechanisms is proposed.Finally,it provides recommendations for developing capacity adequacy mechanisms tailored to the new power system,covering aspects such as mode selection,development pathways,and key issues in implementation.
