电力系统市场化平衡机制的国际经验与启示OA
International Experiences and Insights from Market-based Balancing Mechanisms for Power Systems
随着能源转型的深入推进,高比例可再生能源接入给电力系统平衡带来前所未有的挑战.文中系统回顾了电力系统平衡机制从传统计划调度向市场化过渡的演变历程,深入分析了以北美为代表的"基于节点边际电价的集中优化模式"、以欧洲为代表的"基于平衡责任主体的分散决策模式"和以澳大利亚为代表的"基于单一电能量市场的实时响应模式"的机理、适用条件和演进逻辑.在此基础上,针对中国电力系统发展的特点,从跨省区域协调、行政计划与市场结合、多时间尺度优化设计和平衡责任分担4个方面,提出了分层协调的市场化平衡机制,并对市场化平衡机制的实施路径提出了相关建议.
With the deepening advancement of energy transition,the integration of a high proportion of renewable energy has posed unprecedented challenges to the balance of power systems.This paper systematically reviews the evolution of power system balancing mechanisms from traditional planned dispatch to market-oriented transition.It conducts an in-depth analysis of the mechanism,applicable conditions,and evolutionary logic of three typical models:the centralized optimization model based on locational marginal pricing represented by North America,the decentralized decision-making model based on balancing responsible parties represented by Europe,and the real-time response model based on a single energy-only market represented by Australia.On this basis,in view of the characteristics of China's power system development,a hierarchically coordinated market-oriented balancing mechanism is proposed from four aspects:inter-provincial and regional coordination,integration of administrative planning and market mechanisms,multi-timescale optimal design,and balancing responsibility sharing.Corresponding recommendations are also put forward for the implementation path of the market-oriented balancing mechanism.
