基于多源流理论的职普融通政策执行研究OA

The integration between vocational and general education serves as a pivotal initiative for advancing education system reform and building China into a leading country in education.However,its implementation is hindered by multiple obstacles,including path dependence within the existing education system,interest gaming among educational stakeholders,cognitive lock-in of different educational cultures,and imbalanced allocation of educational resources.Adopting multiple streams theory as an analytical framework,this study dissects the deep-rooted causes of policy implementation blockages in the integration between vocational and general education,namely,identification bias and construction failure in the problem stream,supply rupture and tool decoupling in the policy stream,insufficient propulsion and lack of consensus in the political stream,as well as coupling disorder and window misalignment among the three streams.To facilitate the effective enforcement of the integration between vocational and general education policies,it is necessary to accurately identify problems to reshape consensus among multiple stakeholders,innovate policy supply to strengthen cross-boundary collaboration,consolidate political synergy to optimize resource allocation,and facilitate the alignment of the three streams to seize the timing of policy window openings,thereby providing an optimized approach for policy implementation.
