投资于人视域下我国职业教育考试招生政策的驱动逻辑OA

Vocational education examination and enrollment policies serve as the institutional embodiment of investing in people within the educational domain.Such policies facilitate the early identification,targeted cultivation,and human capital appreciation of highly skilled talent via scientific selection mechanisms and diversified enrollment.From the perspective of investing in people,this study focuses on national-level vocational education examination and enrollment policies.Using grounded theory,it constructs a policy-driven logic model based on the five-fold interaction of policy objectives,policy drivers,policy actors,policy instruments,and the policy environment.Incentives and pressure-driven forces serve as both the starting point and the ultimate goal of vocational education examination and enrollment practices;the optimization of examination and enrollment methods,the implementation of diversified recruitment,and the establishment of talent selection systems play a role in advancing policy implementation;policy designers,practitioners,and beneficiaries constitute the policy actors;normative,guiding,transformative,and constructive policy tools serve as the primary levers for driving vocational education examination and enrollment practices;and administrative support,educational development,and societal needs collectively form the policy environment.Vocational education examination and enrollment policies need:clarifying hierarchical policy objectives to enhance policy feasibility;coordinating dual policy drivers to strengthen policy acceptability;delineating the responsibilities and rights of policy actors to ensure policy affordability;optimizing the structure of policy tools to ensure policy usability;and fostering a supportive policy environment to ensure policy adaptability.
