《新能源汽车废旧动力电池回收和综合利用管理暂行办法》解读OA

As China's first ministerial regulation in the field of traction battery recovery and comprehensive utilization,Interim Measures for the Administration of Recovery and Comprehensive Utilization of Waste Traction Battery Used in New Energy Vehicles(the Measures)came into force on April 1,2026.It aims to establish a management system for traction battery recovery and utilization that covers all channels,the entire chain and the full life cycle.Combined with the evolutionary process of China's policies on traction battery recovery and utilization,the management approach and overall framework of the Measures are outlined,its provisions concerning whole-life information traceability management,recovery management,delivery requirements,comprehensive utilization management,supervision and legal liability are interpreted,with the objective of assisting stakeholders to precisely comprehend the policy key points,earnestly fulfill their main responsibilities,carry out activities related to traction battery recovery and comprehensive utilization in a standardized manner.
