江淮地区耕地"三位一体"保护综合评价体系研究OA
Study on Comprehensive Evaluation System for"Trinity"Protection of Cultivated Land in Jianghuai Region
为精准提升江淮地区耕地数量、质量、生态"三位一体"保护水平,保障区域粮食安全,以安徽省为典型区域,基于 DPSIR 模型构建粮食安全导向的耕地"三位一体"保护综合评价指标体系,采用熵权TOPSIS 法对皖北濉溪县、皖中潜山市、皖南歙县三大典型区域开展实证评价,识别区域保护优势与短板,提出差异化治理策略.结果表明:构建的评价体系涵盖21个指标,全面适配江淮地区区域特征与粮食安全需求;示范区域保护水平呈现皖南、皖中领先于皖北的格局,全省整体协同保护机制不完善;3 类区域形成差异化保护模式,核心矛盾分别为发达地区质量生态焦虑、中部利用保护失衡、粮食主产区产出环境压力.基于评价结果,针对3 类区域提出适配"两平衡一冻结"制度的差异化治理路径,并建议构建省级耕地"三位一体"智慧监管平台.该研究可为江淮地区耕地保护政策制定与实践优化提供科学依据,丰富耕地保护评价理论体系.
To accurately improve the protection level of the"trinity"of cultivated land quantity,quality,and ecology in the Jianghuai region and ensure regional food security,this study takes Anhui Province as a typical area.Based on the DPSIR model,a comprehensive evaluation in-dex system for food security-oriented"trinity"protection of cultivated land is constructed.The entropy weight TOPSIS method is adopted to conduct an empirical evaluation on three typical regions:Suixi County in northern Anhui,Qianshan City in central Anhui,and She County in southern Anhui.The advantages and shortcomings of regional protection are identified,and differentiated governance strategies are proposed.The results show that the constructed evaluation system includes 21 indicators,which are fully compatible with the regional characteristics of the Jianghuai region and the needs of food security;the protection level of the demonstration areas presents a pattern where southern and central Anhui are ahead of northern Anhui,and the overall coordinated protection mechanism in the province is imperfect;the three types of regions have formed differentiated protection models,with the core contradictions being quality and ecological anxiety in developed areas,imbalance be-tween utilization and protection in the central region,and output and environmental pressure in major grain-producing areas.Based on the eval-uation results,differentiated governance paths adapting to the"two balances and one freeze"system are proposed for the three types of regions,and it is suggested to build a provincial-level intelligent supervision platform for the"trinity"of cultivated land.This study can provide a scien-tific basis for the formulation and practical optimization of cultivated land protection policies in the Jianghuai region and enrich the theoretical system of cultivated land protection evaluation.
