数智化背景下欧洲资历框架转型升级的现状、路径及启示OA
Current Situation,Pathways and Implications of the Transformation and Upgrading of the European Qualifications Framework in the Context of Digital Intelligence
随着数智技术的深入发展,数智化赋能教育进程全方位加速.欧盟积极推动欧洲资历框架的转型升级,并将其作为促进欧盟数智化教育发展的重要支点.欧洲资历框架转型升级成功是基于欧盟的一系列新政策,并在各项良好的基础条件支撑下完成的.欧盟成员国的组织机构积极开展政务数字化服务,以推动资历框架对接中的资历信息顺利实现跨国传递与交互.中国应立足国情并顺应数智化趋势,创新国家资历框架体系的发展路径:制定政策,不断完善资历框架体系;创新平台,推动资历框架数智化转型升级;依托数字政府建设,打造数智化资历互认系统.
With the in-depth development of digital intelligence technologies,digital intelligence empowers the educational process to accelerate in all aspects.The European Union(EU)has actively promoted the transformation and upgrading of the European Qualifications Framework(EQF),positioning it as a crucial fulcrum for advancing digital intelligence-driven education within the EU.The successful transformation and upgrading of the EQF are grounded in a series of new policies introduced by the EU and supported by favorable foundational conditions.Organizations and institutions in EU member states have actively implemented digital government services to facilitate the smooth cross-border transmission and interaction of qualifications information during the alignment of qualifications frameworks.China should innovate the development pathway of its national qualifications framework system based on its national conditions and in alignment with the trend of digital intelligence.It should formulate policy and continuously improve the qualification framework system,innovate platforms to drive the digital and intelligent transformation and upgrading of the qualification framework,and rely on the construction of digital government to build the digital intelligence-based mutual recognition system for qualifications.
