教育强国建设背景下办好综合高中的时代使命与实践进路OA

我国综合高中发展历经普通高中主导促进就业的萌芽期、中职学校主导面向升学的探索期和普职合作办学延缓教育分流的调整期三个阶段,存在办学逻辑被动化、制度体系缺失和目标定位亟须转型三重深层挑战.在教育强国建设背景下,办好综合高中具有优化调整高中阶段教育结构、促进教育公平、加快建设高质量教育体系、满足经济社会对高素质多样化人才需求的战略价值.面向未来,必须推动综合高中在功能定位、区域布局、治理方式、制度保障上实现系统性跃升和实质型变革,以优质特色发展为取向,锚定综合性的内在逻辑;遵循区域适配建设原则,分层分类推进协调发展;坚持市县结合统筹规划,深化多元主体共治格局;深化职普融通制度变革,构建综合育人支撑体系.
The development of comprehensive high schools in China has gone through three stages:the budding stage dominated by regular high schools focused on promoting employment,the exploration stage dominated by secondary vocational schools oriented to further education,and the adjustment stage of delaying educational streaming through the integration of general and vocational education.At present,it faces three profound challenges:the passivation of school-running logic,the absence of institutional systems,and the urgent need for transformation in goal orientation.Against the background of building a powerful education country,running comprehensive high schools well has strategic value in optimizing the structure of senior high school education,promoting educational equity,accelerating the construction of a high-quality education system,and meeting the demand for high-quality and diversified talents in the economy and society.Facing the future,it is imperative to promote the systematic advancement and substantive transformation of comprehensive high schools in terms of functional orientation,regional layout,governance methods,and institutional guarantees.Guided by the pursuit of high-quality and distinctive development,we should anchor the inherent logic of regional adaptive construction,and promote coordinated development in a tiered and categorized manner;adhere to the unified planning of urban and county-level governments,deepen the pattern of multi-subject co-governance,deepen the institutional reform of general-vocational integration,and build a comprehensive educational support system.
