How to Achieve New Effectiveness in the"New Double-high Plan":Cognitive Breakthrough,Core Mainline and Targeted Empowerment

作为职业教育提质培优的关键抓手,"新双高"计划承载着推动高职教育从规模扩张向内涵提升转型的时代使命.基于"认知破茧—核心主线—靶向赋能"的三维框架,当前"新双高"建设存在的解构目标偏移、价值错位、路径依赖等理念偏差."新双高"建设应以深化职业教育综合改革为主线,构建岗位导向的育人模式、开放共生的办学体系、多元共治的管理机制、生态营造的保障机制;并于实践中采取"需求牵引—标杆示范—动态评价—协同创新"递进迭代的实施策略,通过建立"产业需求—岗位变迁—专业设置"动态适配机制,打造"改革创新—内涵建设—特色打造"的全面发展格局,构建"分类考核—多元参与—反馈改进"质量保障体系,构建"院校主体—企业参与—社会支持"的共建共享模式,推动"新双高"建设实现从局部突破向系统集成的根本性转变.

As a key initiative to improve the quality and cultivate excellence in vocational education,the"new double-high plan"shoulders the historical mission of driving higher vocational education to transform from scale expansion to connotative improvement.Based on the three-dimensional analytical framework of"cognitive breakthrough,comprehensive reform,targeted empowerment",and on the basis of deconstructing conceptual deviations such as goal deviation,value misalignment and path dependence,this study proposes that deepening comprehensive reform of vocational education should serve as the core mainline.It advocates constructing mechanisms such as a post-oriented education model,an open symbiotic school-running system,a multi-party co-governance management mechanism,and an ecosystem cultivation guarantee mechanism.In practice,it suggests adopting progressive iterative implementation strategies of"demand traction,benchmarking demonstration,dynamic evaluation,and collaborative innovation".By establishing a dynamic adaptation mechanism linking"industrial demand,post transformation,and specialty setting",forging a comprehensive development pattern of"reform and innovation,connotative construction,and characteristic cultivation",developing a quality assurance system featuring"classified assessment,multiple participation,feedback improvement",and establishing a co-construction and sharing model of"college subject,enterprise participation,and social support",the study aims to promote a fundamental transformation of the"new double-high plan"from partial breakthroughs to systematic integration.
