[Purpose/Significance]Analyzing the evolution trends and characteristics of U.S.export con-trol policies can help to identify the development patterns and strategic priorities,providing valuable insights for China's forward-looking science and technology strategy.[Method/Process]Based on an examination of the historical evolution of U.S.export control policies,this study summarizes the U.S.export control policy system and focuses on the commercial control list as the research subject.Utilizing policy metrology and topic modeling methods,it conducts policy information analysis from two perspectives:ECCN codes and clause descriptions,tai-lored to the textual characteristics of the commercial control list.[Result/Conclusion]The findings indicate that export control policies are important policy tools for the U.S.to maintain national security,protect technological advantages,and safeguard economic interests,and overall exhibit a"low intensity transformative"characteristic.In recent years,there have been significant changes in U.S.export control policies,with increasingly strict export controls on military civilian dual-use items such as integrated circuits,semiconductor manufacturing,digital com-puters,and electronic communications.The strategic intention to curb the development of key cutting-edge tech-nologies is evident.
