嵌入式拓展:专家参与何以助推乡村振兴政策创造性执行OACHSSCD

[Purpose/Significance]The effectiveness of public policy implementation is an important pre-sentation of modern state governance capacity.Establishing a sound mechanism for expert participation in policy execution has therefore become an urgent research agenda.[Method/Process]Based on an analytical framework of"Institutional Logic-Organizational Structure-Implementation Process",this paper examines the causal mech-anisms through which expert participation enhances policy implementation effectiveness.The analysis is based on the case of City K in southwestern China during the implementation of a Rural Revitalization Policy Pilot from 2019 to 2022.[Result/Conclusion]Local governments often encounter knowledge shortages when implementing rural revitalization policies.To address this challenge,decision-makers invite experts into the policy process and,through organizational restructuring,grant them the authority and responsibilities needed to operate within the implementation system.Building on this institutional foundation,experts employ multiple mechanisms to enhance implementation performance.Through a knowledge penetration mechanism,they facilitate the co-production and application of conceptual,operational,and institutional knowledge.Through a technical supervision mechanism,they strengthen goal-oriented regulation by improving horizontal intergovernmental learning and competition,as well as vertical hierarchical supervision and corrective feedback.Through a network facilitation mechanism,they foster consensus among multiple actors while expanding and activating collaborative networks.Together,these mechanisms significantly improve the creative implementation effectiveness of policies.The study further shows how temporary organizational institutions extend expert roles:beyond their initial role as transmitters of profes-sional knowledge,experts become quasi-technocratic actors once embedded within the implementation system,enhancing their agency.
