[目的/意义]数字政府建设需要强大的智力支撑,以智库作为重要主体推动数字政府建设和治理是务实选择.[方法/过程]本文通过文献研究、案例研究等方法,分析智库对于数字政府建设的基本路径和一般机制,并以实践案例进行验证与探讨,最后提出以智库赋能数字政府建设的政策建议,以期为政府治理能力数字化转型提供借鉴.[结果/结论]智库通过知识生产转化、影响政策过程、推动理念传播等基本路径赋能数字政府建设,并通过数据知识供给与决策咨询机制、数字产品服务与技术支撑机制、数字人才培育与成果转换机制、数字政府成效评估与监督机制发挥效用.面向数字政府高质量发展,要从能力建构、制度革新、环境塑造和价值引导等维度入手,强化智库对于数字政府建设的赋能效用.

[Purpose/Significance]The construction of digital government requires strong intellectual sup-port,and engaging think tanks as key factors to promote digital government development and governance is a pragmatic choice.[Method/Process]Usingh literature review and case study methods,this paper analyzes the basic path and internal mechanism of think tanks for the construction of digital government,and verifies and dis-cusses them with practical cases.Finally,it puts forward some policy suggestions to empower the construction of digital government with think tanks in order to provide reference for the digital transformation of government governance capacity.[Result/Conclusion]It is found that think tanks enpower digital government through knowl-edge production and transformation,influence on policy processes,and advancing the dissemination of ideas.They operate via mechanisms such as data-knowledge supply and decision-making consultation,digital product service and technical support mechanism,digital talent,and evaluation and supervision of digital government performance.To achieve high-quality development of digital government,it is essential to strengthen the enabling role of think tanks by advancing capacity building,institutional innovation,environmental development,and val-ue-oriented guidance.
