Liaoning is one of the earliest provinces in China to develop distant-water fisheries.Liaoning has seen a downward trend in output,value,catch returns,and fleet size in recent years,reflecting the industry's persistent decline in overall competitiveness.From the four-dimensional perspectives of the industrial chain,talent chain,innovation chain,and value chain,this paper systematically analyzes the core factors restricting the high-quality development of Liaoning's distant-water fisheries.On this basis,with the goal of developing sustainable distant-water fisheries,six optimization paths centered on the clustered development of the entire industrial chain are proposed.First,maintain stable fishing capacity by enhancing resource exploration and assessment capabilities,strengthen resource conservation measures and adherence to international regulations,thereby solidifying the foundational basis for sustainable industrial development.Second,promote the clustered development of the whole industrial chain,build a digital trade platform,and establish a modern home port for distant-water fisheries.Third,strengthen policy support to alleviate difficulties,optimize customs clearance and carrier functions,and improve the industrial ecological environment.Fourth,expand channels for added value growth and establish a diversified investment and financing credit enhancement mechanism.Fifth,strengthen scientific and technological innovation support,focus on key vessel types and key technology breakthroughs,and deepen research on fishing policies and foreign-related rights protection.Sixth,establish a multi-level talent reserve system by implementing industry-education collaboration models,including commissioned training and dual apprenticeship programs,and foster a specialized talent contingent proficient in international fisheries governance regulations.
