Research on The Impact of SPS Laboratory Analysis Technology under The CPTPP Framework on Export of Foods
目的:梳理并解析影响我国食品出口的CPTPP-SPS技术性贸易措施,构建可操作的实验室评议技术体系.方法:收集WTO与日本厚生劳动省近年来SPS通报典型案例,依据CPTPP第7章、SPS协定条款,分类归因;梳理通报原因类别,结合实验室技术,研究出对应的CPTPP及SPS评议分析技术.结果:整理出检测条件类问题、检出限调整类问题等10大类通报案例评议模式.结论:给出加强分析技术层面的案例研究、行业规范化等建议对策,以期为我国食品企业应对技术性贸易壁垒提供理论支持,也为我国在加入CPTPP后更好地履行协定义务、提升国际话语权提供参考.
[Objective]To identify and analyze CPTPP-SPS technical measures affecting Chinese food exports,and to establish an operable laboratory-based evaluation system.[Method]Recent SPS notifications submitted to the WTO and Japan's Ministry of Health,Labour and Welfare were collected;cases were classified according to CPTPP Chapter 7 and SPS Agreement provisions,and corresponding comment protocols integrating labora-tory techniques were developed.[Result]A total of 10 comment patterns were established,covering issues such as testing conditions and limit-of-detection adjustments.[Conclusion]Recommendations include intensifying case studies at the analytical level and promoting sectoral standardization,providing theoretical support for Chinese enterprises to address technical barriers and offering technical reference for China's future CPTPP acces-sion,compliance,and international discourse.
