From Geopolitics to Outer Space Politics:Conceptual Expansion and Theoretical Reconstruction
在航天技术加速突破与外层空间活动规模持续扩展的背景下,外层空间正由传统国家战略的技术支撑领域,转变为权力竞争、规则博弈与秩序塑造的重要政治空间.以地球表面空间为分析核心的地缘政治理论,在空间属性、权力形态与制度生成等方面的基本假定,已难以充分解释外空政治所呈现出的多层级空间结构、系统性权力运作与竞争性制度建构特征.围绕这一理论张力,从概念与机制层面对"外空政治"进行系统界定,论证其在空间逻辑、权力基础和秩序生成机制上的不可还原性.在此基础上,构建以空间属性、技术结构与制度环境为核心维度的综合分析框架,揭示三者在外空政治中相互嵌套、动态耦合并共同塑造权力结构的内在机制.研究表明,外空权力不再主要体现为对物理空间的直接控制,而更多表现为对技术系统、运行网络与规则制定过程的结构性优势;外空秩序亦并非既有规则的线性延伸,而是在技术实践与多主体互动中持续生成的动态结果.
Against the backdrop of accelerating breakthroughs in space technology and the continuous expansion of outer space activities,outer space is transforming from a technical support domain of traditional national strategies into a critical political arena for power competition,rule contestation,and order formation.Geopolitical theory,which takes terrestrial space as its primary analytical focus,rests on foundational assumptions regarding spatial attributes,forms of power,and institutional genesis that are increasingly inadequate for explaining the multi-layered spatial structures,systemic modes of power operation,and competitive processes of institutional construction manifested in outer space politics.Addressing this theoretical tension,this article offers a systematic conceptual and mechanistic definition of"outer space politics"and demonstrates its irreducibility in terms of spatial logic,power foundations,and order-generating mechanisms.On this basis,it develops a comprehensive analytical framework centered on three core dimensions—spatial attributes,technological structures,and institutional environments—revealing the intrinsic mechanisms through which these dimensions are mutually embedded,dynamically coupled,and jointly shape power structures in outer space politics.The study finds that power in outer space is no longer primarily expressed through direct control over physical space,but increasingly through structural advantages in technological systems,operational networks,and rule-making processes;likewise,outer space order is not a linear extension of existing rules,but a dynamic outcome continuously generated through technological practices and interactions among multiple actors.
