支持联盟框架视角下德国"卓越计划"政策变迁研究OA

The"excellence program"is a university development requirement put forward by the German government in order to build a world-class university.It has experienced three stages of development:preliminary conception,practical exploration and advanced adjustment.Based on the analysis of the framework of Support Alliance,around the deep core belief of"how to improve the status of German Higher Education",two alliances of"excellence program"policy are formed,namely,the alliance supporting education equity and the alliance supporting priority development.According to their core beliefs,the two leagues express different basic policy posi-tions.Under the background of intensified international competition in higher education,based on the basic consensus on the"excellence program",the two alliances have carried out mutual policy learning,which eventually led to the formal implementation of the"excellence program"policy and promoted the steady improvement of the status of German universities in the global uni-versity system.Through the analysis of the policy change process of Germany's"Excellence Pro-gram",it can be seen that the support alliance analysis framework has a strong explanatory power for policy changes and behavioral processes.The policy orientation learning between the two major alliances is an important mechanism for the policy changes of Germany's"Excellence Program".The influence of the external environment of the policy subsystem is the main condition for the transformation of the German Excellence Program.Throughout the entire policy evolution process,all stakeholders need to enhance their ability to respond to external events,shape the synergy of the policy community,and achieve consistency in the values and behaviors of the actors.
