Currently,the scale of the floating population in China is continuously expanding,and the issue of social integration has gradually become a severe challenge hindering the high-quality development of new urbanization.As an atypical immigrant country,Germany has experi-enced several waves of immigration since World War Ⅱ,during which its immigration education policies have undergone constant adjustments,reflecting a transition trajectory from exclusion and differentiation to cultural coexistence and eventually social integration.Throughout this transfor-mation,the deep macro-structural factors influencing policy changes include the demands of eco-nomic development and the pressures of social governance,demographic transitions and the strain on the education system,as well as shifts in cultural orientation and crises of national identity.Meanwhile,the internal driving forces stem from the choices made by the federal government,im-migrant groups,and the general public in pursuit of integration goals under specific historical cir-cumstances.Nowadays,Germany has gradually developed an integration-oriented immigration ed-ucation policy system through value-guided principles,institutional frameworks,and practical mechanisms.This system highlights the crucial role of education in building social consensus and achieving social integration,offering valuable experience for the organic integration of pluralistic societies.
