Research on land use control of detailed unit planning based on independent renewal and integrated planning-management coordination:a case study of Suzhou Xiangcheng Economic and Technological Development Zone

为提升土地利用效率、优化城市空间结构,破解土地紧缩型城市存量工业片区弹性标准更待细化、供地政策不尽完善、监管机制待健全等管理堵点,本文通过归纳详细规划用地管控的理论基础与政策演进,以苏州相城经济技术开发区单元国土空间详细规划编制、管理为实证研究,优化"方案编制—用地管控—项目实施"的全环节路径.结果表明:(1)契合管控诉求,构建"自主更新+编管统筹"的自上而下与自下而上相结合的用地管控思路,是实现土地混合兼容的前提基础;(2)明晰管控标准,制定"刚弹结合—正负清单—协调跟踪"的用地管控策略,是促进产业更新的落地保障.以"底线管控+灵活适配"为核心逻辑,底线刚性锁定安全与公益,正负清单释放混合兼容空间,明确鼓励兼容/禁止的功能类型与适用场景;(3)顺应管控动向,未来存量地区更新需精细化管控,覆盖项目全周期,明确管理者事权边界,因地施策强化管控规则的实操性与统筹流程的协同性.

To improve land use efficiency,optimize urban spatial structure,and address management bottlenecks in land-constrained cities'stock industrial zones-such as the need for more refined flexible standards,inadequate land supply policies,and underdeveloped regulatory mechanisms-this paper summarizes the theoretical foundations and policy evolution of land use control in detailed planning,and takes the compilation and management of the territorial spatial detailed planning of Suzhou Xiangcheng Economic and Technological Development Zone as an empirical study to optimize the full-cycle path of"plan compilation-land use control-project implementation".The results show that:(1)Aligning with control demands,constructing a land use control approach that combines top-down and bottom-up mechanisms featuring"independent renewal+integrated planning and management"is the prerequisite for achieving mixed land use compatibility.(2)Clarifying control standards and formulating a land use control strategy of"rigidity-flexibility combination-positive-negative list system-coordination and tracking"serves as the guarantee for the implementation of industrial renewal.With"bottom-line control+flexible adaptation"as the core logic,rigid bottom lines lock in safety and public welfare,while the positive-negative list system releases space for mixed land use compatibility by clearly defining encouraged/compatible and prohibited functional types and applicable scenarios.(3)Adapting to control trends,future renewal of stock areas requires refined control covering the entire project cycle,clarifying the power boundaries of managers,and formulating targeted policies to enhance the operability of control rules and the coordination of overall planning processes.
