QH-DIKW模型视角下数智赋能国土空间管制的体系、框架与实现路径OACHSSCD
System,framework,and implementation pathways of digital intelligence empowering territorial spatial governance from the QH-DIKW model perspective
数智技术的迅速发展以及国土空间规划工具的不断演变,推动国土空间用途管制从传统经验范式向数字化智能化的驱动范式转型.本文整合"Quintuple Helix Model"(简称 QH 模型,即五螺旋模型)与"Data-Information-Knowledge-Wisdom Mod-el"(简称DIKW模型),提出QH-DIKW模型框架,该框架系统阐释了多元主体协同与数据智能驱动如何共同赋能国土空间用途管制体系.此外,本文进一步提出了由"体系—框架—路径"构成的完整解决方案.研究结果表明:QH-DIKW模型通过螺旋主体角色重构、业务数据升维与双回路互构机制,推动了国土空间用途管制从经验主导走向智慧决策.QH-DIKW模型能够为构建"覆盖全域全类型、统一衔接"的现代化国土空间用途管制制度提供理论支撑与实践指引.
The rapid development of the digital-intelligent technology and the continuous evolution of territorial spatial planning tools are driving the transformation of territorial spatial use regulation from a traditional experience-based paradigm to a digitally and intelligently driven one.This study integrates the quintuple helix(QH)model and data-information-knowledge-wisdom(DIKW)model to propose a configurational framework termed the QH-DIKW model.This framework systematically elucidates how multi-stakeholder collaboration and data-driven intelligence jointly empower the territorial spatial use regulation system.Furthermore,it proposes a comprehensive solution comprising"system-framework-pathway".The research findings indicate that the QH-DIKW model facilitates the transition of territorial spatial use regulation from experience-dominated approaches to intelligent decision-making through the reconfiguration of helix actor roles,the dimensional enhancement of operational data,and dual-circuit interaction mechanisms.The QH-DIKW model can provide theoretical support and practical guidance for establishing a modern territorial spatial use regulation system characterized by"comprehensive coverage of all zones and types,and unified coordination".
