绿色流域构建路径及其关键科学问题OA
Construction pathways and key scientific issues of green river basin
在全球气候变化和人类活动增强的背景下,构建绿色流域是进一步协调流域人、水和自然的关系,促进经济社会发展及生活生产低消耗、低污染、低排放、低影响和高质量发展的重要途径.总结了绿色流域构建背景和研究现状,阐述了绿色流域的基本概念和内涵;基于节约水资源、消减污染物、减少碳排放、降低对生态系统影响、保护修复生态环境、促进绿色科技创新和推动新质生产力发展等目标,确立了当前绿色流域构建的主要路径,包括节水减污、优能降碳、宜境扩绿、数智赋能等;重点针对流域人水系统交互机理与绿色互馈机制、不同构建路径的绿色效应与协同调控原理等关键科学问题,提出了加强绿色科技创新和政策法规研究的需求建议.研究成果可为绿色流域的构建提供理论支持.
In the context of global climate change and intensified human activities,green river basin construction has become a critical approach to further coordinate the relationship between humans,water and nature,and promote socio-economic develop-ment characterized by low consumption,low pollution,low emissions,low ecological impact,and high quality.We review the back-ground and current research progress of green river basin construction and clarify its fundamental concepts and connotations.Guided by objectives such as conserving water resources,reducing pollutant emissions,lowering carbon output,minimizing ecologi-cal impacts,protecting and restoring ecosystems,fostering green technological innovation,and advancing new quality productive forces,the main paths for current green river basin construction are identified,including water conservation and pollution reduc-tion,clean-energy optimization and carbon reduction,habitat enhancement and ecological greening expansion,and digital-intel-ligent empowerment.Key scientific issues are also discussed,including interaction mechanisms and green feedback processes with-in human-water systems,as well as the green effects and synergistic regulation principles of different pathways.To address these problems,we propose the need to strengthen green technological innovation and advance research on policies and regulatory frame-works so as to support the sustainable development of green river basin.The relevant conclusions and recommendations can pro-vide theoretical support for the construction of green river basin.
