The Application of Big Data and Artificial Intelligence in Urban Governance:System Architecture and Typical Cases
[研究目的]随着信息技术的快速发展,大数据提供海量数据,人工智能则通过深度分析挖掘数据价值,二者已经成为推动城市治理现代化的重要工具.鉴于此,着力研究大数据和人工智能技术如何在城市治理中发挥重要作用,有助于在城市治理中实现管理效率提升、资源配置优化、城市安全保障等目标.[研究方法]首先介绍大数据和人工智能在城市治理应用中的体系架构,然后结合北京市科学技术研究院在数字经济、数字政务、城市生活、城市安全、智库支撑五个应用方面,利用大数据与人工智能服务城市治理成果中的十个应用案例,探讨大数据和人工智能技术在城市治理中的实际应用,分析其带来的优势与挑战.[研究结论]大数据和人工智能技术的应用为城市治理带来了革命性变化,但是在推广应用这些技术的同时,需要高度关注数据安全、隐私保护、技术公平性、可持续性等问题,确保技术的健康发展与社会利益的平衡.在此基础上,提出大数据与人工智能技术在城市治理中相应的对策与建议,以期利用大数据与人工智能技术进一步提升城市治理中的城市管理和公共服务水平.
[Research purpose]With the rapid development of information technology,big data can aggregate massive information resources,while artificial intelligence mines data value through in-depth analysis;both have become important tools to advance the modernization of urban governance.In view of this,this paper focuses on exploring how big data and artificial intelligence technologies play an important role in urban governance,aiming to achieve innovative development of urban governance in fields such as improving management efficiency,optimizing resource allocation,and safeguarding urban security.[Research method]This paper first introduces the system framework of big data and artificial intelligence applied in urban governance,and then discusses the practical application of big data and artificial intelligence technologies in urban governance based on ten typical application cases of using big data and artificial intelligence to serve urban governance from five application scenarios:digital economy,digital government,urban life,urban security,and think tank support,and analyzes the advantages and challenges brought by them.[Research conclusion]The application of big data and artificial intelligence technologies has brought revolutionary changes to urban governance.However,while promoting the popularization and application of these technologies,it is necessary to pay close attention to issues such as data security,privacy protection,technological fairness,and sustainable development,ensuring the balance between healthy development of technologies and public interests.On this basis,targeted countermeasures and suggestions for empowering urban governance with big data and artificial intelligence technologies are proposed,and urban governance efficiency and public service qualityare further improved.
