环境规制对我国绿色技术创新效率的影响OA

Influence of Environmental Regulation on the Innovation Efficiency of Green Technology in China

在新发展理念的引领下,借助环境规制工具推动绿色技术创新效率的提升,是实现高质量发展的关键路径之一.基于可处理非期望产出的超效率SBM模型,对我国30个省(区、市)(不含西藏及港澳台地区)2012-2023年的绿色技术创新效率开展分区域量化评估,同时建立固定效应模型来探究环境规制对我国绿色技术创新效率的影响,并剖析产业结构优化在其中所发挥的中介效应.研究结果表明:绿色技术创新效率在研究期间内呈现出波动上升的趋势,但平均效率始终低于1,效率排序为:东部>西部>中部;环境规制对绿色技术创新效率的影响呈现出"U"形特征;环境规制可借助产业结构合理化和高级化双重中介机制,间接影响绿色技术创新效率.为此,提出加强区域合作、因地制宜地制定环境规制政策和优化产业结构等建议,以期提高绿色技术创新效率,加速推进我国绿色低碳的高质量发展进程.

Under the guidance of the new development concept,promoting the improvement of green technology innovation efficiency through environmental regulation tools is one of the key paths to achieving high-quality development.Based on the super-efficiency SBM model that can handle non-desired outputs,a re-gional quantitative assessment of green technology innovation efficiency in 30 provincial administrative re-gions of China(excluding Xizang,Hong Kong,Macao,and Taiwan regions)from 2012 to 2023 was conducted.Meanwhile,a fixed effect model was established to explore the impact of environmental regulation on green technology innovation efficiency in China,and to analyze the mediating effect of industrial structure optimiza-tion.The results show that the green technology innovation efficiency in China has shown a fluctuating up-ward trend during the study period,but the average efficiency has always been less than 1,with the efficiency ranking beingeastern>western>central;the impact of environmental regulation on green technology innovation efficiency shows a"U"shape;environmental regulation can indirectly affect green technology innovation effi-ciency through the dual mediating mechanisms of industrial structure rationalization and upgrading.According-ly,suggestions are proposed in terms of strengthening regional cooperation,tailoring environmental regulation policies to local conditions,and optimizing industrial structures,in order to improve green technology innova-tion efficiency and accelerate the process of high-quality development of China's green and low-carbon econo-my.
