[Research purpose]Against the backdrop of further strengthening digital government development during the 15th Five-Year Plan period,generative artificial intelligence(GenAI)plays a significant role in modernizing the governance system and capacity of digital government.It can provide support for reshaping public services and decision-making models,as well as enhancing the efficiency of government governance.[Research method]This study adopts a combination of literature review and survey research.It summarizes the current application status and effectiveness of GenAI in various government service scenarios,including auxiliary decision-making for cross-regional administrative approval,precise response to grassroots livelihood services,dynamic monitoring of urban governance,and intelligent matching and push of enterprise-related policies.From a full-data-lifecycle perspective,potential security risks are identified and analyzed step by step.Finally,from three dimensions—institutional system construction,legal compliance review,and personnel security management—a comprehensive regulatory pathway covering prevention,monitoring,and response is constructed,along with targeted risk prevention and control strategies.[Research conclusion]GenAI can significantly improve the efficiency of government services,optimize the public service experience,and enhance cross-departmental coordination.However,the high sensitivity of government data combined with technical complexity presents multiple security challenges.Establishing a rigorous data compliance governance system,conducting full-lifecycle legal compliance reviews,and strengthening personnel security management are key strategies to build a solid data security defense line for digital government and ensure the well-ordered application of GenAI.
