[Research purpose]Specialization is the inevitable path for the high-quality development of new-type think tanks with Chinese characteristics.The professional development of new-type think tanks has achieved certain results,but there remains considerable room for improvement in areas such as iconic achievements and feedback mechanisms.As a typical representative of professional think tanks,the U.S.Bipartisan Commission on Biodefense(BCOB)enjoys high influence in the U.S.sci-tech think tank community;its professional operation mechanism has certain reference implications for the specialized development of China's new-type think tanks.[Research method]Based on political system theory,this paper constructs an input-conversion-output-feedback model of think tank participation in decision-making.Using the online research method,it reviews BCOB's annual reports and major research achievements in recent years,analyzes BCOB's professional measures throughout the whole process of"input-conversion-output-feedback",and summarizes its enlightenment for the construction of new-type think tanks in China.[Research conclusion]In the input stage,BCOB prioritizes decision-making demands for biosecurity governance.In the conversion stage,it translates decision-making demands into think tank achievements relying on professional expertise.In the output stage,it delivers products to targeted decision-makers.In the feedback stage,it achieves positive interaction between the think tank institutions and the decision-making system.thereby forming development paths such as constructing a precise supply-demand matching mechanism,outputting a continuous think tank product system,building a professional elite team,and attaching importance to achievement feedback.This inspires the construction of China's new-type think tanks to adopt measures such as launching systematic think tank,breaking supply-demand docking barriers,building interdisciplinary talent teams,and improving the achievement feedback mechanism,so as to promote the specialized development of new-type think tanks.
