[研究目的]基础研究能力是支撑高水平科技自立自强的重要根基,其能力结构直接影响科技自立自强水平.聚焦广州市基础研究能力支撑高水平科技自立自强的实践路径,探讨地方基础研究能力在创新链条中的转化机制.[研究方法]采用"资源—制度—组织"分析框架,构建"基础研究能力—原始创新能力—关键核心技术突破—高水平科技自立自强"四阶段动态转化模型.基于对广州市的现实考察,揭示地方创新体系中制约高水平科技自立自强的结构性约束和制度重构路径.[研究结论]高水平科技自立自强是创新体系在特定制度结构下形成的"结构嵌入能力状态",其结构性约束本质上并非资源短缺,而是制度设计缺陷与组织协同失效共同作用的结果.为促进基础研究向原始创新、再向关键核心技术突破的顺畅转化,提出优化基础研究投入结构、强化国家战略科技力量布局、推动基础研究与产业创新深度融合、构建区域协同创新格局等建议.

[Research purpose]Basic research capability serves as an important foundation for greater self-reliance and strength in S&T,and its structural characteristics directly affects the level of self-reliance and strength in S&T.Focusing on how Guangzhou's basic research capability supports greater self-reliance and strength in S&T,this paper explores the transformation mechanisms of local basic research capability within the innovation chain.[Research method]Using the'resource-institution-organization'analytical framework,this paper constructs a four-stage dynamic transformation model of"basic research capability-original innovation capability-key core technology breakthrough capability-greater self-reliance and strength in S&T."Based on a practical investigation of Guangzhou,it reveals the structural constraints and institutional reconstruction paths that restrict greater self-reliance and strength in S&T in the local innovation system.[Research conclusion]Greater self-reliance and strength in S&T is the"structurally embedded capability state"formed by the innovation system under a specific institutional framework.Its structural constraints stem essentially not from resource shortage,but from the combined effects of defects in institutional design and failure of organizational coordination.To promote the orderly and smooth transformation of basic research into original innovation,and further into in key core technology breakthroughs,suggestions are put forward to optimize the investment structure of basic research,strengthen the layout of national strategic scientific and technological forces,promote deep integration of basic research with industrial innovation,and build a regional collaborative innovation pattern.
