伴随我国人口老龄化进程加快以及教育均衡发展战略的持续深入推进,挖掘退休教师人力资源、促进"老有所为"已成为国家教育政策的重要导向.通过实地考察吉林省延边地区县域银龄教师政策的在地化实施现状发现,在推行政策过程中面临供需结构性失衡、角色定位模糊、认知与平台建设滞后、执行过程协同壁垒等现实困境.基于此,从精准识别与动态匹配、角色澄清与共同体构建、宣传引导与平台搭建、协同治理与弹性管理四个维度,提出打造既符合国家政策导向又贴合地方实际情况的银龄教师政策适配机制,以推动政策从"标准化供给"向"精准化赋能"转变.

With the accelerating pace of population aging and the continuous advancement of the strategy for balanced educational development in China,tapping into the human resources of retired teachers and promoting"active aging through continued contribution"has become important directions of national education policy.Based on field research on the localized implementation of the silver-age teacher policy in county-level areas of Yanbian,Ji-lin Province,this study finds that the policy faces several realistic dilemmas,including structural mismatches between supply and demand,ambiguous role positioning,lagging awareness and platform construction,and coordination barriers in the process.In response,the study proposes the development of an adaptation policy mechanism aligned with both national policy direction and local conditions.This mechanism is developed across four dimensions:precise identification and dynamic matching,role clarification and community building,publicity guidance and platform construction,and collaborative govern-ance with flexible management.It aims to shift the policy from"standardized provision"toward"targeted empowerment".
