A Study on the Dilemmas of Elderly Education from the Perspective of Communication Infrastructure Theory

在深度老龄化背景下,老年教育政策在基层实践中却常遭遇"悬空"困境.跳出传统的资源配置与执行博弈视角,创新性地引入传播基础设施理论(CIT)进行分析.研究主张,政策"悬空"的根源在于承载信息转译与传播的基层传播基础设施发生了系统性断裂.通过对泉州市的案例研究发现,此断裂表现为三大维度,即叙事网络(社区组织、在地媒体等)的孤岛化与失能、沟通行动场景(物理、社会、数字与家庭空间)的疏离与排斥、连接通道(资源、信任)的阻滞与信任流失.这三者交织形成恶性循环,导致政策意图在基层逐层耗散.将政策执行过程从线性的行政传递模型重构为一个动态的社会传播生态系统,为理解公共政策"最后一公里"难题提供了新的理论视角.

In the context of a profoundly aging society,policies for elderly education often face the dilemma of"suspension"in their grassroots imple-mentation.Moving beyond traditional perspectives of resource allocation and implementation games,this study innovatively introduces Communication In-frastructure Theory(CIT)as an analytical framework.It argues that the root cause of this"policy suspension"lies in the systemic fracture of the grassroots communication infrastructure responsible for information translation and dissemination.A case study of Quanzhou reveals that the fracture manifests across three key dimensions:the isolation and dysfunction of narrative networks(community organizations and local media);the alienation and exclusion within arenas for communicative action(physical,social,digital,and familial spaces);and the obstruction and erosion of connecting channels(resources and trust).These three dimensions intertwine to form a vicious cycle,leading to the gradual dissipation of policy intentions at grassroots levels.The study re-frames the policy implementation process from a linear model of administrative transmission into a dynamic social communication ecosystem,thereby offer-ing a new theoretical perspective for understanding the"last-mile problem"in public policy.
