Realistic obstacles and Paths of High-Quality Development of Vocational Education from the Perspective of New Quality Productive Forces

新质生产力作为科技创新、产业转型、经济增长的新动能,对职业教育高质量发展提出了新要求.职业教育高质量发展作为职业教育发展的高级形态,对新质生产力的孕育与锻造具有重要的驱动作用,但在实践中面临着多重桎梏.基于制度分析与发展框架的行动规则分析模型表明:在职业教育高质量发展进程中,位置、边界规则不明,人才培养体系结构性适配偏差;选择、聚合规则模糊,专业课程设置与产业需求相脱节;信息、范围规则梗阻,平台建设阻滞及协同机制缺失;偿付规则不完善,经费保障滞后及师资供给不足.突破职业教育高质量发展的现实桎梏,应厘清位置、边界规则,精培新质匠才赋能产业未来;重塑选择、聚合规则,动态调适专业耦合产业需求;完善信息、范围规则,数据智驱多元主体协同共治;改进偿付规则,优化资源配置健全激励机制.

As a new driver of technological innovation,industrial transformation,and economic growth,new quality productive forces pose new re-quirements for the high-quality development of vocational education.As an advanced stage in the evolution of vocational education,high-quality develop-ment,in turn,plays a crucial role in fostering and shaping new quality productive forces.However,in practice,it faces multiple obstacles.The action rule analysis model based on institutional analysis and development framework shows that:in the process of high-quality development of vocational education,ambiguous position and boundary rules lead to structural mismatches in talent cultivation systems;unclear choice and aggregation rules result in a misalign-ment between curricula and industry needs;bottlenecks in information and scope rules hinder platform development and undermine collaborative mecha-nisms;and incomplete payoff rules manifest in insufficient funding support and shortages in teaching staff.To overcome these obstacles,this study propo-ses several strategies:clarifying position and boundary rules to cultivate highly skilled talent aligned with future industrial needs;restructuring choice and aggregation rules to dynamically adjust the coupling between programs and industry demands;improving information and scope rules to enable data-driv-en,multi-stakeholder collaboration and governance;and refining payoff rules to optimize resource allocation and strengthen incentive mechanisms.
