Era Roles and Practical Paths of Open Universities
通过理论分析与实践路径探索,界定了开放教育体系"开放与特色辩证统一"的核心内涵,阐明了其普惠性与公平性、终身性与全程性、融合性与智能性、系统性与协同性的主要特征,提出开放大学作为国家战略的忠实践行者、教育公平的坚定促进者、终身学习的核心引擎、技能社会的关键构建者、教育数字化转型的先行引领者的时代角色,构建"角色-路径"联动框架,对应明晰开放教育体系定位、强化内涵式建设、深化技术融合、优化治理结构的实践进路,为开放大学高质量发展提供系统性策略.
Through theoretical analysis and practical exploration,this study defines the core concept of"the dialectical unity of openness and unique-ness"in the open education system.It clarifies its key characteristics,including inclusivity and equity,lifelong relevance and continuity,integration and intelligence,as well as systematic coordination.The study identifies five strategic roles for open universities as national strategy implementers,education equity promoters,lifelong learning engines,skilled society builders,and digital transformation leaders.A"role-path"linkage framework is established,corresponding to four practical paths:clarifying institutional positioning,strengthening substantive development,deepening technological integration,and optimizing governance ecosystems.These systematic strategies provide comprehensive guidance for the high-quality development of open universities.
