国家级幸福河湖建设实施方案探究OA

Exploration of the Implementation Plan for the National-Level Construction of Happy Rivers and Lakes:A Case Study of Minghu Lake

安徽省滁州市明湖幸福河湖建设项目为水利部第一批幸福河湖建设项目之一,践行"绿水青山就是金山银山"的发展理念.针对明湖在水环境质量、水生态状况、水资源配置、水安全保障及水文化传承等方面存在的不足,项目以"全域统筹、系统治理"为原则,对明湖流域开展系统性、综合性治理.从河湖系统治理、管护能力提升以及助力流域区域发展等方面,对明湖幸福河湖建设实施方案进行了分析与探讨,以期为推动流域水利高质量发展、提升人民群众获得感与幸福感以及丰富河湖水文化内涵提供思路与参考.

The Happy River and Lake Construction of Minghu Lake Project in Chuzhou,Anhui Province,is one of the first batch of Happy Rivers and Lakes construction projects initiated by the Ministry of Water Resources.The project practices the development philosophy of"lucid waters and lush mountains are invaluable assets".In response to the deficiencies in water environment quality,water ecological status,water resource allocation,water security assurance,and the inheritance of water culture in Minghu Lake,the project follows the principle of"overall planning and systematic governance"to carry out systematic and comprehensive governance of the Minghu Lake watershed.This paper analyzes and discusses the implementation plan for the Happy River and Lake construction of Minghu Lake from the perspectives of river-lake system governance,management and protection capability enhancement,and support for regional watershed development,aiming to provide ideas and references for promoting high-quality watershed water conservancy development,enhancing people's sense of gain and happiness,and enriching the connotation of river and lake water culture.
