市域产教联合体实体化运作:演进经纬、挑战审视与跃升进路OA

Since the 20th National Congress of the Communist Party of China,the integration of industry and education,and the integration of science,technology and education have become the core strategic guidelines for deepening the construction of the modern vocational education system.As a key carrier to implement this strategy,the level of entity operation of city-level industry-education consortiums is directly related to the effectiveness of vocational education reform and the quality of regional industrial transformation and upgrading.Since 2022,the national level has intensively issued policy documents to promote city-level industry-education consortiums from conceptual advocacy to practical implementation.Based on the principles of upholding fundamental principles and fostering innovation,and systematic thinking,this paper distinguishes the core concepts,value orientation and functional missions of city-level industry-education consortiums,sorts out their evolution context from the temporal and policy dimensions,then systematically analyzes the practical challenges in three aspects:top-level design,industry docking and resource integration,and finally puts forward promotion approaches focusing on strengthening high-starting-point design,high-quality development and high-level construction.
