"十五五"时期促进农民持续增收的主要难点与政策优化OACHSSCD

Raising rural residents'income is a key way to solve the problem of unbalanced and inadequate development and promote common prosperity.It has a direct bearing on the implementation of the rural revitalization strategy and the overall socialist modernization drive with Chinese characteristics.During the 14th Five-Year Plan period,the per capita disposable income of rural residents has continued to rise,the income composition pattern of farmers has remained relatively stable,the income gap between urban and rural areas has been continuously narrowing,the differentiation among various income groups of farmers remains significant,and the income of migrant workers has steadily increased but at a slower growth rate.Based on the macro-economic development trend of seeking progress while maintaining stability,the growth trend of farmers'income and the development goals,the per ca-pita disposable income of rural residents is expected to exceed 30 000 yuan during the 15th Five-Year Plan period.The 15th Five-Year Plan to promote rural residents'income still faces four major problems.The space for transfer employment is narrow,and the increase of farmers'wage income is re-stricted.The efficiency of agricultural production and operation is not high,and the increase of rural residents'operating income is weak.It is difficult to revitalize idle assets in rural areas,and the property income channels are single.The income increase of rural low-income groups lags behind,and the gap between groups is accelerating.In order to further enhance the sustainability of rural residents'income increase,we should firstly follow the basic ideas of driving rural industrial upgrading with new quality productive forces,expanding income channels with urban-rural integration,releasing rural factor dividends with deepening reform,and strengthening income increase guarantee with bottom line thinking.Secondly,we also need to im-prove the comprehensive benefits of the agricultural industry chain,and enhance the growth momentum of rural residents'operating income.Thirdly,to develop the county characteristic economy and promote the high-quality employment and entrepreneurship of rural residents is important;we should deepen the market-oriented reform of rural factors and improve the institutional guarantee of rural residents'property rights and interests.Lastly,we should establish a tiered,classified and regular support system to consolidate the foundation for the endogenous development of rural low-income groups.
