提振消费既是满足人民对美好生活的向往的内在要求,也是推动经济回升向好的现实需要.当前,中国经济正处在加快转型升级、奋力推进高质量发展的关键阶段,扩大内需的基础和条件发生了新的重大变化.在此背景下,大力提振消费不仅是短期应对内外部挑战的重要任务,更是我国经济稳定发展的长期战略之举.然而,增长动能转换、人口结构转型、居民预期偏弱、供需结构错配等问题仍制约消费潜力释放,如何系统性构建提振消费的长效机制,成为破解消费增长瓶颈、强化消费基础性作用的关键课题.文章通过总结梳理我国促消费的实践演进、主要成效和突出问题,深入研判"十五五"期间面临的结构性挑战,针对性提出"十五五"期间稳定和扩大消费的总体思路、重点对策和重大改革举措建议,为实现经济高质量发展和人民高品质生活提供有力支撑.

Boosting consumption is an inherent requirement for meeting the people's aspirations for a better life and a practical necessity for driving economic recovery and growth.Currently,China's economy is at a critical juncture of accelerating transformation and upgrading while pursuing high-quality development.The foundations and conditions for expanding domestic demand have changed significantly.Against this backdrop,vigorously boosting consumption is not only a short-term imperative task to address internal and external challenges but also a long-term strategic move to ensure stable economic development.However,issues such as shifting growth drivers,demographic transitions,weakened consumer expectations,and mismat-ches between supply and demand continue to constrain the release of consumption potential.Systematically constructing a long-term mechanism to boost consumption has thus become a key challenge in breaking through growth bottlenecks and strengthening the foundational role of consumption.By sum-marizing the evolution,achievements,and prominent problems of China's consumption-promotion policies,this paper conducts an in-depth analysis of the structural challenges during the 15th Five-Year Plan period.To stabilize and expand consumption,this paper proposes the targeted overall strate-gies,key countermeasures,and major reform initiatives,which provide strong support for achieving high-quality economic development and a high-quality life for the people.
