干旱区水库兴利调节计算与取水补偿问题研究OA
Beneficial reservoir operations and water withdrawal compensation in arid regions:A case study of the Ertanggou Reservoir
[目的]针对干旱区水资源供需矛盾极为突出的问题,以新疆吐鲁番地区二塘沟水库为例,开展兴利调节计算,为实现区域水资源优化配置与供水保障提供重要基础.[方法]插补延长二塘沟水库长序列入库径流资料,综合考虑水库来水量与用水量,开展不同来水频率(85%、95%)及不同水平年(现状年、规划年)的兴利调节计算,并分析新增取水的补偿问题.[结果]①85%来水频率下,水库可满足现状年和规划年各用水户的用水需求;②95%来水频率下,随着工业用水量的持续增加,农业灌溉及生态用水将出现不同程度缺水;③规划年可通过高效节水改造、水权转换与价格补偿及主管部门协调等取水补偿方案缓解用水矛盾.[结论]通过水库兴利调节计算有利于干旱区水资源合理分配.在规划年工业需水量增加的情景下,制定取水补偿方案可缓解各用水户间用水矛盾.
[Objective]The Turpan Basin in Northwestern China is an arid region with extremely low rainfall and high evaporation,resulting in severe water scarcity.Using the Ertanggou Reservoir as an example,this paper evaluates the beneficial reservoir operations and provides a scientific basis for optimizing water allocation and ensuring regional water supply security.[Method]Long-term inflow data for the Ertanggou Reservoir were reconstructed using hydrological data infilling techniques.Integrating reservoir inflow and sectoral water demand,beneficial reservoir operation computations were conducted under two streamflow frequencies:P=85%and P=95%,and two scenarios:the current base year and a planning year.Compensatory mechanisms for new water withdrawals and intersectoral allocation strategies were analyzed for both scenarios.[Result]①Under the 85%streamflow frequency,the reservoir met the full water demand for all sectors in both scenarios.②Under the 95%streamflow frequency,increased industrial water demand resulted in deficits in agricultural supply and ecological base flow.③In the planning scenario,implementing water allocation compensation measures,including high-efficiency water conservation,market-based water rights trading,and multi-stakeholder coordination,effectively reduced conflicts in water demand among different sectors.[Conclusion]Quantifying reservoir regulation benefits enables rational allocation of the scarce water resources in arid regions.As industrial water demand increases,developing and implementing water withdrawal compensation plans can mitigate intersectoral water conflicts and improve overall water use efficiency.
