城乡融合背景下新区教育设施规划研究OA
Research on the Educational Facility Planning for New Districts in the Context of Urban-Rural Integration
随着城市化的快速推进,近郊型城市新区面临乡村人口结构与土地性质的转变,城市新区作为城乡融合背景下推进新型城镇化建设的主要载体,面临土地、社会和人口等资源配置的巨大改变,如何均衡化地进行资源配置成为推进城市发展的重要举措之一.文章以安徽省合肥市滨湖新区作为研究案例,通过对基础教育设施的现状和规划进行研究,总结存在的问题与不足.研究发现,滨湖新区现状设施配置存在建设时序滞后、空间分布失衡、就近入学难等问题,因此从需求导向出发,结合设施配置规范、人口发展趋势和教育行业发展趋势等,从空间布局、服务半径和教育体系等方面提出规划优化策略,旨在提升基础教育设施服务水平,为类似城市新区公共服务设施规划建设提供参考.
With the rapid advancement of urbanization,suburban new urban districts face transformations in rural populations and land use characteristics.As primary vehicles for promoting new urbanization under the backdrop of urban-rural integration,these districts confront significant shifts in the allocation of resources,including land,social,and demographic factors.Achieving equitable resource distribution has thus become a crucial measure for urban development.This paper takes Hefei Binhu New District in Anhui Province as a case for study,analyzes the current status and planning of its basic education facilities,and identifies the existing issues and shortcomings.It is found that the current educational facilities in Binhu New District have the problems of delayed construction timelines,imbalanced spatial distribution,and difficulties in accessing nearby schools.Therefore,this paper adopts a demand-oriented approach,and combining with the facility allocation standards,population development trends,and educational industry trends,etc.,proposes the optimization strategies in spatial layout,service radius,and educational systems,aiming to enhance the service level of basic education facilities and to provide a reference for the planning and construction of public service facilities in similar new urban districts.
